Regular Meeting


The Board of Selectmen held a Regular Meeting at 7:30 PM on 16 June 2014 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.


1. Approval of Minutes – Regular Meeting 2 June 2014
Selectman Sibley moved to approve the minutes of Regular Meeting 16 June 2014.  Selectwoman Nosal seconded the motion. SO VOTED.

4.  Old Business
a. Boathouse Hains Park Improvements Committee Update
First Selectwoman Reemsnyder reported that the Committee went before the Planning Commission for a Section 8-24 Referral.  It was approved.  Selectman Sibley reported that two test pits were dug on site under the Sanitarian’s supervision.  The water table is comfortably below the current leaching field, and the existing septic system is in good condition.  At this point they are confident that the boathouse can tie into the existing septic.  Nina Peck is getting ready to submit her drawings and proposal to Zoning, which will most likely be denied as it is non-conforming.  This will then go to the ZBA.  Paul Gianquinto will be speaking with several local builders for labor cost estimates and suggestions on how to reduce costs.  There was a discussion about the site plan and safety issues.  

Selectman Sibley moved to move Agenda Item 5. New Business a. Clean Energy Communities Pledge to this point in the Agenda.  Selectwoman Nosal seconded the motion.  SO VOTED.


5. New Business
a. Clean Energy Communities Pledge
Two representatives from CL&P, Natalia Sudyka and Samantha Sojka spoke to the Selectmen about the Clean Energy Communities Pledge.  To date 106 towns have pledged to reduce municipal building energy consumption by 20 percent by 2018, and to voluntarily purchase 20 percent of its municipal electrical needs from renewable sources by 2018. CL&P, the Clean Energy Finance & Investment Authority (CEFIA), and the Clean Energy Communities program administrators, will work with the Town to help us achieve these goals.
Through participation in energy-saving and renewable energy programs, the Town can earn points towards rewards. There was a discussion about how the rewards work for towns and how residents can take advantage of this program also.

Selectwoman Nosal moved that the Town of Old Lyme take the Clean Energy Communities Pledge to reduce our energy consumption by 20% by the year 2018, with a voluntary purchase of 20% of its municipal electrical needs from renewable sources by 2018.  Selectman Sibley seconded the motion.  SO VOTED.

b. DEEP Parcel Sec. 8-24 Referral from Planning
First Selectwoman Reemsnyder reported that the Planning Commission approved the Sec. 8-24 Referral regarding the request for the DEEP’s transfer of a parcel of land by the Lieutenant River to the Town.  This will go to a Town Meeting for approval.

c. Beach Stipend Committee
First Selectwoman Reemsnyder reported that there are seven applicants who have volunteered to serve on this Committee, with five of them from beach associations that have been receiving stipends in one way or another dating as far back as 1926.  The remaining two applicants are from a private association and one from a Town Road.  A member of the Board of Finance has offered to serve  also.  The Selectmen are anxious to get this Committee together, but would like it to be a more balanced Committee.  They will look for more applicants.

d. Route 156 Bikeway / Sound View Improvements Committee
First Selectwoman Reemsnyder reported that the survey letters were sent out notifying residents that a survey is being done.  The survey is in progress at this time.  

e. WPCA Update
First Selectwoman Reemsnyder reviewed the history of what has happened in most recent months.  The WPCA voted to peruse a regional solution.  The Town will work together in an inter-municipal agreement with the Beach Associations and the towns of East Lyme, Waterford, and New London to make this work.  First Selectwoman Reemsnyder reported that she had met with Governor Malloy to update him on what was happening in Old Lyme with wastewater management.  She asked him about opportunities for additional funds.  Last week representatives from the DEEP met with the Chairman of the WPCA, our Town Attorney, and the Engineering Firm that did the study.  Another meeting will be held on 25 June at 1:00 PM  in the Town Hall with representatives from many associations involved in the discussion.  

f. Statewide Emergency Drill June 23
There will be a Statewide Emergency Drill on 23 June in preparation of a hurricane.  This is a tabletop drill only that includes a small group of people.



5. New Business
a. Clean Energy Communities Pledge
This Agenda Item was discussed earlier in the Agenda.

b. Rogers Lake Authority Meeting
First Selectwoman Reemsnyder reported that the Rogers Lake Authority voted to accept the revised Scope of Work for the Rogers Lake Weeds Study with a total cost of $88,330 at their last meeting.  New England Environmental is ready to move forward.  Lyme has already approved the expense.  The Selectmen previously approved bringing this to a Town Meeting after a formal acceptance by the Rogers Lake Authority. The Selectmen thanked First Selectwoman Reemsnyder for her work on this.

c. Special Town Meeting Dates
        1. Acceptance of DEEP Parcel
        Accept the DEEP Parcel of Land by the Lieutenant River.

        2. Approve Allocation for Rogers Lake Weeds Study
Approval of $30,000 for the Rogers Lake Weeds Study based on the revised Scope of Work.

The Selectmen tentatively scheduled the Special Town Meeting for 29 July 2014.  



6. Public Comment – NONE



7. Other Business
First Selectwoman Reemsnyder stated that this coming Friday evening will be the High School Graduation.  She recognized that Selectman Sibley’s daughter will be graduating and offered her congratulations.

First Selectwoman Reemsnyder will be out of Town the week of 21 July and the Selectmen are scheduled to meet that evening.  She asked the Selectmen to consider another time to meet.  This will be decided on the meeting of 7 July.

Selectwoman Nosal shared the survey draft created by the Recycling Committee.  This five-minute survey will be available to residents about recycling and will provide the Committee with data.  She thanked the Committee for their work on this.

Selectman Sibley inquired as to how things are going at Sound View this season.  First Selectwoman Reemsnyder reported that there have been no big problems and that they are always revisiting areas that could need improvement.  

Selectwoman Nosal asked for an update on the Flat Rock Bridge repairs.  First Selectwoman Reemsnyder had spoken with Public Works Supervisor Ed Adanti, and he stated that he would call the DOT person in charge of this project to ask for a status.

The next Board of Selectmen's Meeting is scheduled for Monday, 7 July 2014 at 7:30 PM.

Selectman Sibley moved to adjourn the meeting at 9:05 PM.  Selectwoman Nosal seconded the motion.  SO VOTED.
